In lawful complement of measurements, the state seeks to call upon the civic direction of each one through actions of formation and sensitizing, and by the development of partnerships with the local actors.

The teaching of the highway code in the schools was made compulsory since 1957. however, it was limited to 30 minutes per month, integrated into the schedule planned for civic and moral teaching.In the same way, when the school certificate of road safety (asrr 1st level) has been created in 1977, few pupils of 5th class had the effective possibility to pass it.

Also, the CISR of 1981 defends the adoption of a new policy, aiming at to improve the formation of the drivers .This step leads to the installation, in 1987-1988, of the anticipated training of control. it is confirmed with the adoption of the licence at points and the training courses of recovery of points in 1992, then by the generalization of the ASSR of first level and second level in 1993 and 1994, supplemented in 1996 by the creation of the patent of road safety.

From this device, the CISR of October 25, 2000 decides the installation of an educational continum: a certificate of the first road education is delivered with resulting from the primary schooling, while l’ASSR 2nd level will be necessary to pass the driving licence, and the BSR required for the driving of an auto-cycle (decree 2002-675 of April 30, 2002).
